Mrs. Rose Lee Winlock, 78, of Youngstown passed away Tuesday, November 25, 2025 at Mercy Health St. Elizabeth Youngstown Hospital.
Mrs. Winlock was born February 28, 1947 in Port Gibson, Mississippi, a daughter of Luther and Marie King Shorter. Rose was a 1965 graduate of South High School and attended Kent State University and ITT Technical School, receiving an AA degree in Social Work. She was employed as a supervisor with Mahoning County Job and Family Services, retiring after over 30 years of service.
Rose was a member of Jehovah’s Witnesses-Central Congregation. Rose enjoyed traveling, fishing, sewing, gardening, and being with her grandchildren and family.
Rose leaves to mourn her passing, but to celebrate her life and legacy, three children, Yolanda Winlock (Dennis Douglas), Fred (Tara) Winlock and Mark Winlock all of Youngstown; two children whom she helped raise, Marcus “Red” Moore and Sean Burgess; 14 grandchildren, including Brionna Winlock who was also her caregiver; 11 great grandchildren; two siblings, Gloria Jonner of Youngstown and Ray (Naomi) Shorter of East Liverpool; stepchildren, Debra Winlock Spencer, William Winlock Jr., and Cynthia Winlock all of Youngstown, and Vanessa Jackson of Texas; a special friend, Betty Wilson of Youngstown; and a host of nieces, nephews, other family and friends.
Rose was preceded in death by her parents; her husband, William Earl Winlock Jr., whom she married October 4, 1969. and who passed away in 1976; her son, Vincent R. Winlock; granddaughter, Denasia Douglas; and her siblings, Luther Shorter Jr., Jerald Shorter and Beatrice Johnson.
Visitation will be Monday, December 8, 2025 from 11:00 a.m. – 12:00 p.m. at the L. E. Black, Phillips and Holden Funeral Home, 1951 McGuffey Rd., Youngstown, OH 44505. Funeral services will follow at 12:00 noon.
